Because he lacks the mind that is the basis of assignment; As evidence from the words of the Messenger – peace and blessings be upon him -: (The pen was lifted from three people: from the sleeper until he wakes up, from the child until he grows up, and from the insane until he regains his senses or regains his senses).
Adulthood and freedom
The boy is not required to perform Hajj, and it is not obligatory for him until he reaches puberty. If he performs Hajj, it is valid on his part, and he must perform the obligatory Hajj after he reaches puberty.

Hajj is not obligatory and is not permissible for a woman unless she has a mahram available.
